From what I've seen from missing letters in POTUS tweets; a missing letter just signifies that letter, a replaced wrong letter means the original (correct spelling) letter is the first one in sequence and the second letter (incorrect spelling) is the second in sequence.
So this package spells: 'C' 'A' 'S' 'N'
That or it's an idiot who doesn't speak english and was just trying to spell phonetically.
I actually thought something like that had happened when the "bombs" that had been sent to Cuomo were later realized to be devices "unrelated to other devices" found today….
I think the theory holds water considering this whole thing was so comically half baked.
