Hmmm. Regarding Russia or China trying to undermine the United States, I have no problem with the idea, but if we have a shadow government here that our own government is wrestling with, who is to say China and Russia doesn't have the same one, too, and are trying to be just as careful as Q Team is here, in removing their power.
If the fake bombs were delivered to their private property, wouldn't they have the final say as to whether they will release their security footage? They may choose hold onto it to prevent incriminating their staff, if that's the case.
