I have a couple theories

NSA & homeland security (white hats) knew what these people (Democrats ) were planning because they've been under FISA surveillance since early 2017. They intercepted the plot, but let it play out with fake bombs. Now, everyone who's receiving fake bombs (expecting real ones) know they're totally screwed because no-one received a real bomb. The clue here is the "C-NSA" decode on the envelope.
The public doesn't know the truth but could you imagine what's going through their minds right now if this is true
