It's either hold individuals accountable even if it means fixing the entire system, or it pointing fingers and crying while nothing gets done.
Obviously this is extremely over simplified, but law usually boils down to holding individuals accountable, and I'd really prefer to fix rule of law rather than have complete societal collapse.
