How about: developed countries will allocate a targeted proportion of their national budgets to the Program to Transform Shithole Nations. The proceeds will be transmitted to a new international organization for economic development that will, through grants, loans, and investments to/in bona fide private sector companies, support transformative economic development initiatives in underdeveloped and developing countries. The international organization for economic development will be staffed by qualified and experienced professionals drawn from the private sector in entrepreneurism, economics, infrastructure and construction, legal, other business disciplines, finance and banking, and economic development and will be mandated to conduct prescribed project due diligence, investment appraisal, project monitoring, and interim and ex-post audit of all projects and financing extended.

Given that most post-WW2 international aid has gone into the sinkhole of Government corruption, anything capable of producing real economic benefits would be an improvement.

If it’s equity investment, we own that proportion of equity in trust for the participating nations. If it’s long term loans, they get repaid from organic cash flows. Preferential rates and terms, but no free lunch handouts. It should be modeled on investment banking/venture capitalism, with a longer time horizon than is typical for the capital markets. So neither free money, nor predatory rape and pillage resource capitalism. A true economic development philosophy.
