I think this whole thing was concocted as a way to stick a TV camera in the face of all the targets to get their "reaction", which would go out to all of the local news affiliates on the nightly news cycle. That's exactly what happened with CBS local news in LA. Last night they opened by covering the false alarm evacuation stories, then pivoted to say but the "real" bombs were sent to these political figures and immediately went to reactions from several of them.
