Maybe his alphabet agency handlers switched up his van when they turned it into a surveillance/bait van.
Maybe they were removed for the paint job. Look at all the overspray on the engine cowl. This van was painted white in a damn hurry.
Also in the shot where the wipers are present, all the overspray white paint has been cleaned off the engine cowl.
Why would you put wipers back on and remove evidence of a shitty paint job?
