Note of LEO handling of van;

 

When a vehicle has been determined to be an evidence, it must be handled in conformance of chain of evidence. The evidence must be secured, sealed and a recorded as it is part oft the elements of a crime. The van taken as evidence should have all the doors and windows sealed with evidence tape where the door merges with the door jam. The windows are to be sealed with evidence tape where it is seated in the door and continue over the door and the door jam. Each evidence tape is to be dated, time, case number and signed by the officer/tech charged to maintain the chain of custody.

 

None of those measures were observed in the handling of the evidence impounded that is involved in a high value case.

ThanQ, I stand corrected. They used a half inch evidence tape, this is the first cap I able to see it. So those big windows must not have pop out or vent slides. Eating crow, thanks Anon! OP

The COE manager has their prints on file, their print will be eliminated when the techs process the van for prints if they suspect there are other individuals involved. Process of elimination and exterior is exposed to foreign traffic.

It implies to me that the vehicle was cleared of any explosives with the aid of K9's. I personally did not observe that happenings, but it appear the vehicle was cleared. You can take the suspect near his vehicle after you have emptied/cleared him of any personal property on his person. General Q/A him of any explosives and observe his demeanor, Q/A will give tale-tale signs, having him near the vehicle also puts him in position that he's exposed to the same exposure as those who are performing the clearance. every situation varies from incident to incidents.
