Sure. The Police presence in the fake bomb photo is way overboard in an effort to paint a picture that this event is a large scale attack. It creates fear for people watching because logic would make you believe that the reaction to the event is equal to the threat it posed. In reality it would only require one squad car and an officer or two.
The opposite is so for the second photo. We have an active shooter, a deadly conflict with explicit threats to the POTUS. The image we get is just of the single gunman, he has an American flag so obviously he loves his country, he is alone and outnumbered, outgunned by a police force incapable of taking him into custody alive. His last moments on Earth will be his memory of a Government he could not change and the would not listen to his cries for help (threats).
