No fuckin shit. There's a fuck ton of SCOTUS rulings on this. Warren v. DC, DeShaney v. Winnebago County, Gonzales v. Castle Rock, 9 more or so but can't pull them off the top of my head. The Public Duty Doctrine. Apparently they're creating a special duty here which is ridiculous. Jews aren't in custody, they aren't a protected class, there's no "special relationship."
