Convince him to build these things and give him specific instructions on how to ship them. There are a few options I see.

 

  1. If they were picked up from his van in some way, the courier could have been compromised or given specific instructions on what to do with them afterward. Could have been convinced (lied to) they were part of a sting operation against this guy. Normies tend to comply with feds, so this would likely not seem suspicious.

 

  1. If he goes to the post office, the person he gives his packages to could also have been compromised by feds, or maybe someone called out sick and a temp guy came in or something.

 

  1. He drops the packages off in a designated USPS mail box (easy to do since his house is a fu–in' van.

 

The feds just come by and scoop them up, then deliver them on the side. It would explain the courier drop-offs reported and how stuff could "get lost" and show up later."
