Hillary is talking about running for POTUS again because she thinks it will make it harder to charge her with sedition re: laundering fake evidence of Russian influence to the FISA court.

Obama probably granted himself a pardon and is ready to go to the Supreme Court to uphold his pardon. Trump probably doesn't want to kill this protection for his own protection.
