Why is this? Because there's a long history of nothing ever happening as a result of this behavior. They get comfy.
We had a pigeon problem at an industrial facility I worked at years ago. The fuckers shit everywhere and were not even afraid of you. You could see the "fuck you" look on their faces as they went anywhere they pleased, seemingly pumping out 2 pounds of shit for every pound they ate.
This one engineer got an idea. He knew this guy who had trained falcons who would bring them onsite to deal with problem birds.
We signed a contract, he brings his falcon out and sets his monitored high-tech bird home enclosure on the roof.
For the next several days, there was a major disturbance in the force as this bad ass falcon savagely fucked with these pigeons. There were piles of dead birds, and the challenge for the falcon handler was keeping the falcon from gorging himself.
Anyway, the fucking pigeons got the message.
We need more falcons in our government. Eagles will do nicely.
