A number of years ago there was a government contract given to KBR that someone posted I believe on GLP, to build some kind of housing facilities, I don't remember exactly what but I seem to remember it was for a lot of people, and here's the tricky part, again I don't remember the wording but it had to do with people coming north from over the southern border. So, I'm thinking when I read this, red list / blue list doesn't fit if it's people outside the country, Nibiru is supposed to be coming from the Southern Hemisphere, is it that? Some manmade epidemic? This caravan or another one could fill the bill. This could have been in the DS playbook, but is now being thwarted. Or, there'll be more caravans.
