Suppose Mueller has been working for white hats for some kind of deal including shutting down any enquiries into past misdemeanours. It's not beyond the bounds of possibiity that his report is now finished and been handed over to whomever and now he's been left to fend for himself.

Yeah, I do. Even if they have been flipped (under duress or for some kind of deal) that doesn't wipe their slate clean. A leopard doesn't change its spots. They're black hearts through and through. But that doesn't mean white hats aren't using them. Just that we don't know what deal they may have been offered and for how long and on what terms.
