There are several possible hypotheses in play, none proven to anons' satisfaction, all awaiting further confirmation as we learn more.
For example look at this human cloning ad. We don't know if it's real or not. If it's real, that is one hypothesis for where lookalikes come from. They would have been created and raised a long time ago in anticipation of need.
