Three minutes into his show tonight (Tues, 10/30/18), Fox's Tucker Carlson told us that the 14th Amendment–giving citizenship to newly-free slaves and Native Americans in 1868–was never designed to apply to children born to foreigners on American soil.

He cited a passage from citizenship clause written by Senator Jacob Howard (R) that discusses the intent of that Amendment.

Coincidentally, I had just read the same document he's referring to, discovered by an anon who posted it on QRV.
