The point is to get the SC to rule on who qualifies for birthright status. They never have before. His EO will be (or already is) specifically written to exclude children of people that are here illegally. If you're illegal, how can you legally gain citizenship? You can't... that's their argument. SCOTUS will rule in his favor, IMO.
My guess would be not retroactive. Once you're granted citizenship, you're in the club. Kinda like the concept of ex-post facto: you can't be tried for acts that weren't a crime when you committed them. That's OK. It shuts off the gravy train either way. DACA gets "converted" to a pathway to citizenship and we give them an opportunity to prove they should be here. I'm OK with that.
There's no current statute, only vaguely worded 14th Amendment that was clearly designed to guarantee slaves and their children would be made into citizens.

I don't even think it started as a noble pursuit, that's just how it was sold to all of us. Just like the income tax. I'm sure there were some that honestly believed it was a good idea, for our benefit (both of these things), but there are always true believers in any insidious movement that get used by the true power behind it. It's actually known that this is a film taken months ago. It's not meant to be literal, but metaphorical. Equipment IS going to the boarder (troops never go alone), but this is just to get everyone's almonds activated.
