The article Q has posted repeatedly, over and over, about Sessions appointing Huber and the ability/authority to file across 50 states comes to mind, but why the obscure wording? Was Q comparing Huber's team to Mueller's, or was he being intentionally vague in defining the comparison and trying to hint to anons that RM/RR are, like you say, gray hats that don't have a choice to participate in "The Plan"?
