One basis for a definition of a "crime"
is the degree to which one benefited monetarily
from the action
It is a conspiracy to use children to gain their own status in the country
in order to reap monetary benefits
CRIME
Think of it this way:
If a child born to someone traveling in this country
really was considered a citizen
then laws protecting that child AS A CITIZEN
would allow the government to intercede on his/her behalf
whereas the parent
who does not have those citizen rights
can be expelled from the country
and the child taken into protective custody
the gov protects its citizens
but is not required to protect foreign citizens
you can come at this in various ways
it creates a clash of laws of differing nations
and ends only in chaos
so
someone needs to chart how many registered sex offenders there are before this law
and how many are still in the state AFTER the law
