"All persons born" was a phrase use to include blacks with full citizenship after the Jim Crow (democrat) laws declared them partial citizens, limited voting and land ownership rights. The 14 th amendment made it clear ALL citizens were equal under the law, the "or naturalized" was the phrase to say that immigrants had to be naturalized citizens for their children to receive automatic citizenship. The US Constitution was not written to protect the rights of non-US citizens. The "or naturalized" terminology would have been unnecessary if anyone born in America was to automatically be a citizen because it goes without saying that "naturalized" citizens were born outside the US. The "or naturalized" was included to distinguish the difference between "naturalized" immigrant parents who are citizens and "non-naturalized" parents in the country who were not citizens. Only the children of the "naturalized" immigrants were to receive citizenship.
