The father of Robert Bowers is Randall George "Randy" Bowers who (said to have) committed suicide after he was accused of raping a 20 years old girl and got caught on April 27, 1979.
Exactly half a year later, on Saturday, October 27, 1979 he was found dead in Forest County, near the Tionesta Dam with a gunwound in his chest.
Robert went rampage on the 39th anniversary date of his father's death; Saturday, October 27th, 2018.

My theory:
What if… Robert Bowers' father found out about bad stuff happening in the village, so they accused him of rape to get him locked up… Then, after a half year, the prosecution took too long, so they decided to kill him to make him shut up. I mean, who commits suicide by shooting himself in the chest?
Then, after exactly 39 years, on the same day and date, Robert decided to take revenge of his father's death by shooting up those who were responsible back then.
