I spent a fair amount of time with this. My reading of this was that CIA provided rogue agents with coded messages that could be decoded using the CIA-Kids.
Assumption 1: @Snowden was the recipient of this message and it was somewhere in his twitter threads.
Assumption 2: [John] refers to John Perry Barlow .
Assumption 3: The most likely place to fight the coded message provided to Snowden would appear in his tweet about John Perry Barlow.
Code-1 only accepts alpha numeric inputs and is a simple substitution cipher so the message being sent is unlikely to look like normal language. Also, its more likely that the message would be put inside of an image so it could not easily be sniffed by machine.
I found this image in @snowden tweet about Barlow, but couldn't make any sense of it using the CIAkids tools. It could be the wrong one or i could be interpreting it incorrectly.
In 2015, Ginsberg traveled to Vietnam, South Korea, and Italy. She travel's to Italy, London, and Switzerland on trips sponsors by the European Union Institute which is the post doc fellowship think tank that cooks up and promotes all of Soros's Open Society programs and platforms.
She was in Italy 1 week before AS was killed.
Q suggested connecting Ginsberg to Education as it related to Vietnam. I haven't found a direct link to Ginsberg, but the Vietname Education Fund is a scholarship/stipend program for the Nation's most elite academic kids in Vietnam(about 30/year) to complete PhDs in the US. A US panel chooses who gets accepted. The program is funded with 5mil a year, but they cost share tuition with american universities.
Virtually all of the kids selected pursue STEM fields and virtually all of them return to Asia. Since its so hard to get white spies into china, this program looks like a very possible cover for a recruitment center for CIA. It has offices in DC and Hanoi.

I have no hard link between RBG and VEF yet, but i think this is a plausible line to keep exploring. RBG as a spy handler. Who would ever suspect that?
I'm trying to find the location of the VEF field office in Hanoi, but the program closed down in 2018 and the internet seems scrubbed of its location.
My speculation is that it will be near or visible from the location where the Hanoi pic was taken. this tiny 5mil/year VEF program has really huge congressional names attached to it. oh and get this…The VEF director in Hanoi: Lynn McNamara. No apparent relationship, but if i were an ironic Spook, that would be a hilarious cover name for an OP in Vietnam posing as an emissary of peace and education.
