Vetfag here. The reason for engaging people who are throwing rocks is because that's what we do downrange. You have no idea what they are throwing. Someone throws a couple of rocks and then follows it up with grenades. How are you supposed to know? We already have intel that they are armed, violent, and many were given Molotov Cocktails.
