NO!!! That's my guess. Not done, numbers made up completely to influence the vote.
Crowd psychology makes people want to be a part of the winning group.
Convince them that you are the winner, and you BECOME the winner.

I'm not even sure they do that, if they think they won't get caught. Engineer the results exactly the way you want them to come out, based on what you know about how to manipulate crowds.
So you change the minds of independents and keep strong opposition from voting at all.
