First question I'd ask is whether Q is trying to link the Hatch Act and the polls or whether they are two separate inquiries.
Second, what may matter is who the Hatch Act does NOT apply to.

APPLICABILITY: It does not apply to POTUS, VPOTUS, and some other select members of the Administration. It does not apply to Congress, nor to Supreme Court Justices. It does apply to members of Cabinet offices.
Most military exempt? I see DIA listed here but what about other parts of the military?
