That would be all fine and good, except sending even a non-exploding device in the mail is a felony if it is mistaken for a bomb, and if someone is injured FLEEING from even a not-a-bomb, you can be imprisoned for life, and, in fact, executed.

 

J. CRIMINAL VIOLATIONS: PREPARATIONS FOR BOMBINGS

 

Severe penalties, including the death penalty
