Why does the time spent in this country freaking matter?
What is important is whether or not the mother was in this country legally and had residence permit papers, VISA or became a naturalized citizen. Just because someone was in the USA for 30 years before giving birth doesn't matter, if she was illegally residing in the USA and had a baby, the baby shouldn't be a naturalized citizen.
