the 14th amendment states in section 1: All persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.
"All persons born" was used to clarify that blacks had full citizenship rights including the right to vote and land ownership that Democrats had tried to keep from "free" blacks by using Jim Crow laws. The next phrase, "or naturalized" was used to distinguish between immigrant who had "naturalized" and become citizens and "non-naturalized" immigrants who reside in America but are not citizens. ONLY the children of "naturalized" immigrants (US citizens) would have automatic citizenship rights for their children. This plainly states non-citizens are not granted "anchor-baby" right of citizenship.
