It is quite common for foreign military planes to be flying around the US. Multi -national training particularly for NATO forces is commonplace. Much of the theatre specific training for forces operating in Afganistan/Iraq etc happens in the desert/semidesert mountainous areas of Nevada/Arizona/California etc.
