there is a military air base used by NASA and Moffett in Crow's Landing about 40 mins drive from Tracy they could have been going to . It used to live by there. It was rarely used and highly secret. I only saw it used twice while active combat in Iraq starting . There is also a drug burning facility close by but no air strip. 1 time a year they burn all drugs at the base of MT Diablo
