This is my hypothesis:
Q is likely a team of FORMER intelligence professionals who are working PRIVATELY for POTUS with no government employee status. PO TUS gives the information directly to Q team (POTUS can declassify anything, in any manner).
Wouldn't be surprised if the Q team interfaces with a number of executive branch officials, but the team itself is privately funded.
