Q dropped information as part of an encoded cypher, as far as I can tell. The "clock" may or may not always be according to dates and times.
I doubt it is as straight-forward as "everything is offset by a year." There is more to if than that. For example, Q often uses odd notation on things, and I believe that is part of the cypher. 11.3 is a very odd way to notate a date. Thus, 11.3 is possibly eleven and three on the clock, or as part of some associated index to become apparent, later.
Q's Booms and other stuff, mostly, I imagine, meant to interface with this cyphering system. Let's say Trump were to tweet with a time delta, that delta could point to a spot on the clock, and something in the context of the tweets could pertain to the posts on the clock (map).
There are actually multiple ways all of this could be set up, or even adjusted to function closer to how autists begin thinking it all works.
Q is wizardry while I am more of a sorcerer, though, so my analysis may be rather poor. I know "magic" when I see it, but I don't have a solid grasp of the arcane beyond raw application of will. Metaphorically speaking. Well … Except for the dreams I've had, recently. Whatever was going on, another intelligence apart from my own was involved. Beats getting anally probed, but after I woke up and then went back to sleep, there was literally a "check of understanding" session afterward. Literally a training session followed by an exam - or more of like a packing list.
Or I am insane. That is a possibility, too.
