I doubt it is a 'genetic' reason so much as it is a cultural one. Convince people there are no such things as nations and then have people who neither know their pattern of life nor care to represent it guilt them through the ballot box into accepting genocide as the will of the people.
The No True Scotsman fallacy played out in reality. Who is a true Frenchman after half the population is 'refugee' from dirkastan? How do you stand up and determine who does and who does not have a legitimate vote to decide the fate of France, Germany, the UK… Etc?
