My interpretation is that Q is saying that the DS is seeing limited exposure because the DoJ is repeatedly saying that they won't release info because Mueller's probe is still ongoing. Dragging out the Mueller probe buys them time. DECLAS by Huber, Sessions, OIG has already happened but because of midterms has been shelved from public release.
