Correct. Both are good. Whether flipped or not, POTUS knew about this and hired them for the investigations.
Similar thing happened when the President put Joe Kennedy was put in charge of the NYSE after decades of corrupting it.
Either way, Muller cannot scree this up because he is acting under Military orders- which then can impact the courts being held under Military vs criminal/civil. This investigation is a MILITARY one, which is why Mueller is in active duty again.
