Putin fucked up the post-Soviet oligarchs which were plundering Russia after communism fell (Russia was worse off in 1998 than in 1991). Plus there's the opposition to the toppling of Assad in Syria. IMO Putin has been trying to break out of their clutches for years, but as long as the US was still on their hands he couldn't do much.
