$4.3 Billion Dollars of government funds spent with this crew and even their logo looks suspiciously like the UN. 91 contract but over 1,400 grants…grants don't have to be repaid. Direct payments are likewise loosy-goosy. They are basically discretionary funds with a lot of spending latitude and probably no freakin' audit trail.
