Believe that the paper vote counting machines can also be compromised too. Why else do they quickly destroy the papers in some of the areas if the vote is likely to be contested.
I'm ukanon so not sure of US laws but it is a public vote so I would think the answer is probably yes to viewing the count.
Most likely the same as monitoring your local mayor's office/council or courtroom.
Agree that paper vote is more difficult to rig but that's why they often are a bit too quick to destroy the paper record and say oops we only have the digital copy.
