Cellular infrastructure has bandwidth limitations related to the frequency, band plan, type of cellular relays/nodes, the bandwidth of the landline trunks they are connected to, etc.
Chances are at an impromptu venue or stadium, there simply isn't enough cellular bandwidth for the thousands of devices that are all trying to capture movies and stream video at the same time.
I wouldn't jump to a suspicion of foul play.
