NC interdasting. The Diocese of Raleigh at least…8 years ago was very active in helping "farm migrants" with their paper work in mass paper work events as I called them. I'm sure it was all above board. In addition I know that at least back then a friend of ours from Wales who was a permanent resident got a jury duty notice and he had to self-reportwith documented proof of inability to comply IF he wasn't a citizen etc. well what if he hadn't self-reported? What then? It was totally generic they clearly countenance a non-citizen getting a notice in the first place so the notice admits there's a problem but then showed no way of enforcing the law. Are non-citizens illegal or legal sitting on juries? At the time we were amazed he got a notice.

It's like that in Mass anon but only 2500 sealed indictments and it seems to have stopped growing. I keep coming across your state and it seems the place is a hot spot of SRA and the like goodness knows what they do in the backwoods.
