Since this is a painting not a photo and can't be disregarded as something natural like a vein, and because any artist would normally omit such an ugly thing from a presidential portrait, it must have important meaning.

What if this represents some kind of implant control device that hussein was forced to receive as part of his deal for being made head puppet? Or some kind of kill switch that is used as leverage to make sure he can never flip?
