I'm really tryna dig this to the beginning, but here's no way mesopotamians were the first people to be ruled

all I can find is that they wrote a list of kings, but did they really have the first kings? how do we know all these deities were theocratic, and if they were, how did the first ruler become selected by god, and approved thereof by all around him? When did coercion become a part of society, what was the first authority?
