As for stopping at 17, it would depend what you're trying to code. Alphabet has 26 letter, so stopping at 17 can be valid.
Classic/historic gematria (as e.g. in hebrew language) works similarly.

Not sure at what point it is no longer a coincidence (or would count as valid proof, for that matter). With many people involved, and many sources of "news", one can (for now at least) say "Kek wills it".
However, I'm sure there is some system behind it, once we figure out that (and it is consistent and logical), it should be easier to distinguish "Kek's doings" from "artificial structure".
