UFCW used to rig its own elections by submitting their own mail-in ballots for union members that they knew were not going to participate, and then they blackmailed the winners with the knowledge that they would not have won otherwise. It would not surprise me if ACORN/etc was doing something similar. They could go out to the projects with pre-filled ballots and let the voter sign them, perfectly legal as far as I know. If they have access to voter signatures from a bank's database, they could mass produce ballots with printed signatures and mail them in. Definitely illegal, but who is going to catch them?
