You do understand that the atmosphere is so thin that such high temperatures are meaningless, right? The only heat transfer is from direct sunlight, i.e., radiative (rather than conductive or convective), which is easy to reflect, hence the reflective cover.

I'm quite certain that is his intention! He's been slow rolling hints for quite some time now as well. You can't be caught in the middle without having SOME insight.
