The answer is simple.

These people were all CHEATING.

They were members of the ancient cult of con-artists who learned how to be parasites thousands of years ago. They passed the tricks of the con down in their families, and moved from country to country, amassing wealth and power. But they always held to their core values, to live by deception, to trick the sheep into voluntarily giving up their wealth and their power.

We must eliminate these people and their entire system of transmitting this lifestyle from one generation to the next. Psychopaths must not be allowed to hold positions of power. And they must be prevented from turning their non-psychopath children into sociopaths.

I would check if there is some body in Iran's government where 22 have to vote. A result of 11-11 means a stalemate, and that could trigger people to resign, which might be all that is needed for the power to be handed to a different faction.

Another possibility is what if there is a coalition in place by two groups which are ruled by a council of 11 members. If one of the two groups breaks with the other, you would have 11 opposed to 11.

Needs some digging on Iran, but I expect this is the meaning.
