Provisional Ballot In Florida…Can someone Help me Out?

I early voted about a week ago. We have started to get snowbirds down from the NE. Where I live in Florida most come from NY, PA, NJ, NE etc.

The guy next to me asked for a Provisional Ballot an takes out a New York DL. w/ this strong New Yorkers accent. They gave him one.

I know you need to prove residency and to have lived there for 6 months. They made me get a Florida Drivers License. He could go to the DMV and get his Florida DL the same Day just bring proof He lives there.

So, how do Provisionals work? And, do they usually get counted? Are all these NE snowbirds that come for a few months voting in Fl ? (rhetorical)

Thanks…you have to have registered to vote in Florida about 3 weeks ago. So none of it makes sense to me. He couldn't have registered. So how can he vote?
