1) Some machines may have no voter verified paper record of any kind. There is no way to know what is actually recorded.
2) Even if an electronic machine has a voter verified paper record and displays the electronic vote on the screen, there is no way to know that the electronic vote is not changed when recorded or tallied. In this scenario, the paper records will only help in the event of a recount.
