Not just that, Hussein attempted to use HUD to turn middle class neighborhoods in red (and blue) districts into Section 8 housing projects by expanding that program (not sure on specifics of vouchers). Turn the district from red to blue by importing "public assistance beneficiaries." Fuck, I've got some fuckers living in a $250k house down the street from me that's owned by HUD and is Section 8. They don't work, just collect disability (morbid obesity is apparently a disability?). Don't pay taxes (property taxes on that house would be about $10k/year, but we're paying for it). They do nothing except eat their government cheese and sit on their fat fucking asses.
